Can the crew use photos already on the phone?
Yes. The capture screen supports taking a new photo or selecting an existing one. Attach it to the correct requirement so the office knows what it documents.
Does a saved photo mean the office has it?
Not yet. Saved on device and uploaded are different states. Check the upload queue and keep the app open when reconnecting until uploads are confirmed.
Can I download it from an app store today?

Is this page the app itself?
